The International Program in Survey and Data Science (IPSDS) was initiated as a project funded by the German Federal Ministry of Education and Research (BMBF) in 2014 to establish an online study program for working professionals in survey methodology and data science. After successful completion of the pilot phase, IPSDS is now established as a provider of continuous online education. Tailored to the needs of working professionals, we offer a modular and multidisciplinary curriculum, a web-based learning environment with small class sizes and world-class faculty. All courses are offered as single courses or as part of an EMOS certified Master program. Core program partners are the Joint Program in Survey Methodology at the University of Maryland (USA) and Mannheim Business School at the University of Mannheim (Germany).

The demand for well-trained experts in data collection and data analysis is rising, because not only private-sector companies but also governments and non-profit organizations increasingly use data from surveys for monitoring and decision-making. Employees in this sector usually have academic training in the social and economic sciences and some training in statistics, but no training in the job they are actually doing. Skills are acquired on the job.
The international state of the art in survey methodology and data science is often unknown. Because of rapid developments both in the practical field as well as in academic research, the gap between research and practice is wide. It is necessary to facilitate a faster transfer of new knowledge in this area where change and refinement of data collection techniques and the opportunities to combine different data sources are ongoing. These developments also challenge data analysis techniques. At the same time, as more and more companies operate internationally and international markets grow, there is an increasing demand for practitioners sensitive to country-specific issues in data quality etc. The internationally oriented online professional studies is designed to lead to a Master’s degree, following the pilot phase, to fill this gap.

Die Nachfrage nach gut ausgebildeten Experten in Datenerhebung und Datenanalysetechniken steigt stetig, da nicht nur die Privatwirtschaft, sondern auch Regierungsorganisationen und gemeinnützige Organisationen zunehmend Daten aus Umfragen sowie anderen Quellen zur Dauerbeobachtung als Entscheidungsgrundlage nutzen. Die in diesem Bereich Beschäftigten verfügen zumeist über eine akademische Ausbildung in den Sozial- oder Wirtschaftswissenschaften und damit eine Ausbildung in Statistik, aber in der Regel über keine Ausbildung in ihrem Tätigkeitsbereich. Die dort notwendigen Kenntnisse und Fertigkeiten werden durch Erfahrung „on the job“ erworben.
Der aktuelle, internationale Stand der Forschung in den Bereichen „Survey Methodology“ und „Data Science“ ist oft nicht bekannt. Da auch dort eine rasante Entwicklung stattgefunden hat, besteht eine große Kluft zwischen Wissenschaft und Praxis. Die Notwendigkeit einer schnelleren Integration von neuem Wissen in die Praxis trifft vor allem den Bereich der sich ständig weiter entwickelnden Datenerhebungstechniken und der Kombination verschiedener Datenqellen und den damit verbundenen Herausforderungen an die Datenanalyse. Gleichzeitig führt die Internationalisierung von Betrieben und Absatzmärkten zu einem steigenden Bedarf an Personen mit Sensibilisierung für länderspezifische Datenqualität. Dieser Bedarf soll durch das Angebot eines berufsbegleitenden international ausgerichteten Online-Studiums gedeckt werden, für das nach Abschluss der Pilotphase ein Master-Titel vergeben werden soll.
